Sketch spline tool with draggable fit or control points

Add a sketch spline tool to Part3D, ideally a fit-point or control-point spline with draggable handles. The customer uses Part3D for model-aircraft design and notes that SVG imports already show that Part3D handles smooth curve geometry very nicely, so a native spline tool would be incredibly useful for that workflow.
